LETAS
- Local Enterprise Technical Assistance Scheme (Singapore) |
The
Local Enterprise Technical Assistance Scheme (LETAS) aims
to help local enerprises seek external expertise to modernise
and upgrade their operations.The Scheme is administered by
the Standards, Productivity and Innovation Board or SPRING
Singapore.
To
be eligible, a company must satisfy the following conditions:
- a
. It must have at least 30% local shareholdings.
- b
. Its fixed assets (at net book value) must not exceed $
15 million.
- c
. If it is in the service industry, it must also have an
employment size not exceeding 200 workers.
Generally,
asistance support is up to 70% of allowable consultancy
costs for their first project.

ITAF3 - Industrial Technical Assistance Fund 3 (Malaysia) |
Brief
Procedure:
- a
. The eligible SMI must complete the ITAF 3 application
form by enclosing M&A, Form 9, 24, 49, Latest Audited
Account and Manufacturing License (if paid-up capital is
more than RM2.5 million) or Local Authority License to SMIDEC.
- b
. Within a month, an officer from NPC (National Productivity
Council) will conduct a Factory Audit.(The officer will
check if the actual factory is genuinely involve in production/manufacturing,
check for the validity of the relevant license, and to ascertain
if the factory is situated in the approved/designated industrial
area)
- c
. Within the next month, SMIDEC will release an approval
letter to the SMI and the first 30% of the approved fund
will be released to the SMI (no need to show invoice).
- d
. Upon the receiving the approval letter, the project can
commence immediately.
- e
. Subsequent claims are at the next 30% and final 40% with
invoice from Consultants.

| ::
HRDF - Human Resources Development Fund (Malaysia) |
- a
. The company must have minimum 10 staffs and above and
registered with PSMB (Pembangunan Sumber Manusia Berhad)
and pay the HRDF levy at the rate of one per centum of the
monthly wages of the employees.
- b
. They are entitle to claim under the training scheme :-
SBL Scheme
- c
. Only applicable for training fee charge by the consultants.

d . Maximum Allowable Claim is up to 100% of the training
fee BUT subject to approval.
- e
. The company must submit the relevant information of the
training program (i.e Trainer resume, course program, fee)
to PMSB and obtain the approval before commencement of the
training.
- f
. Upon approval, training can be conducted and the company
will claim the fee incurred by submitting the original invoice
to the PMSB for rebate.
